In a divided nation, WE THE PEOPLE rise to demand accountability from Congress. Inspired by the Declaration of Independence, this Declaration of Cooperation (DoC) calls on Senators and Representatives to prioritize all constituents over party lines, end corruption, and foster true bipartisanship.

Declaration of Cooperation (DoC)

In the Course of American Governance, when partisan divisions erode the sacred trust between representatives and the people, it becomes necessary for citizens to demand a renewal of cooperation, placing the welfare of all constituents above factional loyalties. This country is too divided; all this gaslighting and hyperbole has to stop. The worst offenders are the House and Senate, so WE THE PEOPLE have decided to hold them to the highest standard and do something about this. This is WE THE PEOPLE's government, not the Democratic or Republican's government, but ALL THE PEOPLE. We hold these truths to be self-evident: that representatives derive their powers from the consent of all governed, not merely one party; that they must prioritize the unalienable rights and interests of their districts and states; and that when government favors party over people, it is the right—and duty—of the electorate to compel reform through public declaration and accountability. Prudence dictates that long-established systems not be altered lightly, but when abuses like gridlock, insider trading, and neglect of constituents persist, we must institute safeguards to restore a government of, by, and for the people.

In bold defiance of division, we proclaim these Pledges to an awakened America:

I pledge to put the interests of my constituents—all of them, regardless of party—above any party initiative. My constituents elected me, not my party, and I will represent independents, Democrats, Republicans, and all others equally in decision-making.

I pledge to adhere to new term limits: no more than two terms (12 years) in the Senate or three terms (6 years) in the House, to prevent entrenchment and encourage fresh perspectives focused on public service rather than perpetual power.

I pledge to provide a detailed quarterly report on my accomplishments, issued within 10 days of each quarter's end, published on my official website and major social networks (Facebook, X, Instagram, YouTube, LinkedIn, TikTok, and Reddit). This report will include:

  1. Any laws I sponsored or co-sponsored that benefit my constituents, with a one- or two-sentence summary in plain language accessible to all.
  2. A breakdown of my time allocation: percentage spent working directly for constituents (e.g., local issues, casework) versus engaging in re-election efforts or national party matters.
  3. A high-level spending breakout of my office budget, including:
    1. Number of events attended, grouped as "For My Constituents" (e.g., town halls) versus "For My Re-Election Campaign."
    2. Number of trips taken, with costs, grouped as "For My Constituents" versus "For My Re-Election Campaign."
    3. Topics of focus in the next quarter and year, broken out as "For My Constituents" (e.g., infrastructure, education) versus "For My Re-Election Campaign."

I pledge to attest in each report, under penalty of public scrutiny, that I am in 100% compliance with all federal laws, similar to Sarbanes-Oxley certifications for financial integrity.

I pledge that all my actions are in the best interest of America as a whole, not one party or faction. For example, I will uphold federal supremacy in areas like immigration enforcement (per the Supremacy Clause and 8 U.S.C. § 1324), rejecting unlawful practices such as sanctuary cities that hinder federal efforts and risk national unity, to prevent division that could escalate to civil strife.

I pledge to disclose all gifts, donations, or benefits received, in real-time on a public website, to mitigate bribery and ensure transparency in potential influences.

I pledge to publish these reports and disclosures on major social networks (Facebook, X, Instagram, YouTube, LinkedIn, TikTok, and Reddit), and to maintain a dedicated website (e.g., wethepeoplecan.org) for ongoing tracking of my compliance, inviting public feedback.

I pledge not to accept employment or lobbying roles in industries I oversaw or supported while in office for at least five years after leaving, to prevent revolving-door corruption.

I pledge to abstain from all stock, cryptocurrency, or individual asset trading while in office, placing assets in blind trusts, to eliminate insider trading and conflicts.

I pledge that if the U.S. government fails to pass a balanced federal budget, I will contribute 20% of my salary to a general emergency fund for national crises, holding myself accountable where Congress falters.

I pledge to end gaslighting and hyperbolic rhetoric that divides America—such as unfounded claims that political opponents are "Low IQ" or "Nazis," or that policy changes will "end democracy"—by committing to quarterly meetings with cross-party colleagues (e.g., groups of 10-20 House members or 4-6 per side in the Senate) for structured, factual discussions on shared issues, fostering constructive debate and bipartisanship.

I pledge to uphold that only U.S. citizens have the right to vote in federal elections, per the Constitution (Article I and Amendments), opposing any efforts to extend voting to non-citizens, which erodes citizenship and invites foreign influence.

I pledge to support a national voter registration law requiring proof of U.S. citizenship for all elections, and to oppose sanctuary cities, as they divert taxpayer funds to non-citizens in violation of federal priorities.

I pledge to disclose all conflicts of interest annually and recuse myself from votes where they exist, enhancing trust.

I pledge to participate in bipartisan committees or caucuses on key issues (e.g., budget, ethics), ensuring cooperation is institutionalized.

We, the signers of this Declaration, in the spirit of unity and accountability, solemnly pledge to one another and to the American people our unwavering commitment to these principles. We stake our honor, our service, and our future on restoring a government that serves all, empowered by WE THE PEOPLE to heal divisions and build a stronger nation for generations to come.
